An open letter to Presidents Slobodan Milosevich of Serbia and Radovan Karadzic of the
Republik of Serpska.
This is an attempt to end the suffering and loss of life in your country and of those from
other countries involved in the conflict.
It is spontaneous. Today's "Daily Message" was to have been another spontaneous message
decided upon after reading the Washington Post article by Gene Weinstein about cartoonist
Johnny Hart, an open letter to Johnny Hart which is now scheduled as tomorrow's
DM.
I do not know the reason(s) why you left/were driven from/whatever the peace talks in
France.
Perhaps, however, that reason would be remedied were the process to include an
intermediary you trusted.
Please review the content of one of the pi4c HTML/JAVA websites and see if my
circumstances make me a person you feel you can trust. I trust that at a minimum you will
agree I am not a part of the US elitist establishment, nor pro-media, and of course am
willing to answer any questions you might have.
Because the range of conditions for serving as an intermediary might prohibit any comment
whatsoever relating to proposed solutions to the problem, I would like to volunteer one
possibility at this juncture.
Incredible as it may seem, about the only meaningful statement I have seen about the
dispute was a 1995 paper I found on the internet this morning:

Mucho kudos to Johnny Hart (JH)!
As reported in the Easter Sunday edition of the Washington Post, JH has put his money
where his mouth is and includes religious themes in his BC comic strip.
I am Christian. I do not share JH's particular religious viewpoint.
I even agree with the various newspapers with an editorial policy of not publishing strips
which are religiously oriented for the reason given by Abraham Foxman, president of the
Anti-Defamation League, who reasoned thusly: suppose "Jewish parents come downstairs one
Sunday morning to find their young daughter reading her favorite comic strip, the one
about cavemen. The cavemen are telling the little girl that Jesus Christ is God, a
redeemer of souls, the only road to Truth. This is not what the parents have taught her;
it seems to suggest that their belief system is wrong.".
Is there not some middle ground?
I believe there is. Why not an "ecumenical" Sunday religious insert. I am such a radical
that I would suggest that the news media has a civic duty to publish such an insert and,
at a minimum, to publish it at cost.
By ecumenical, I mean all inclusive, just as the Good Friday Daily Message was intended to
be all inclusive, clumsy as that attempt may have been.
For all the cynics out there, I had no advance notice that the Post was going to publish
the JH article, at any time, nor even any knowledge that such an article was being
prepared or considered. In the 70's I paid an artist for a graphic for an ecumenical
Christmas/Hannukah season card to which I added verses and used as my card for a number of
years.

Recent media commentary about NATO50 called my attention to the status of your country as
either a NATO MEMBER or PARTNER IN PEACE (PIP) with NATO.
Surely repudiation of fascism and nazism, and protecting the world from ever again being
threatened by those ism's shall be keystone central themes during the 50th anniversary
observance April 23rd-25th.
There is, however, at least one living testimonial to the fact that those evils have
mutated and in their knew form are more insidious and evil than ever.
Daily Messages which I have generated during the course of a Hunger-Strike for Justice
make it clear that fascism is nothing more than elitism, and that nazism with its "master
race", "uber alles" and genocide was an extreme form of fascism. I certainly can not
imagine a more extreme example of elitism than genocide, the idea that some lives have no
merit and, conversely, others merit so great they are imbued with the right and power to
take lives of others at will, that some persons should have an unfettered, absolute,
arbitrary power to do so.
That testimonial exists right here in the United States of America and, god willing, shall
be present as prominently as possible during the events of Apr. 23-25.
You are requested to review the PonyTail Institute for Change website(s) (Links to the
sites are provided in the Daily Message (DM) for April 8 above, and at the very end of this section, following the April 30 DM.), and to thoughtfully
consider the case made for the proposition that there is a significant presence of fascism
in this society. In doing so, it would seem appropriate for you to consider five things:
1. Is there a basic underlying issue that establishes the judicial branch of government
"was the problem". (The basic underlying issue is the UNLAWFULNESS of suspensions from
the practice of law. The suspensions are unlawful on their face. It is literally that
obvious. Additionally, in 20 years of seeking redress of the injuries flowing from those
unlawful suspensions, no one has ever said the suspensions were lawful. All legal
appeals, including to the United States Supreme Court were duly and properly taken, to no
avail.)
2. The strategy for obtaining redress was to seek intervention by one or both of the
other two branches of government. (US government is supposedly a tri-partite government
of three separate but equal branches, the theory being that such a division of power would
insure checks and balances against excess from any one branch of government. Years have
literally been spent seeking redress from the executive and legislative branches of
government. In each and every instance, if anything, each application for redress has
been met with compounding the injury.)
3. The issue has been duly and properly presented to the legislative branch of
government. (Petitions to Congress have amounted to several virtual "paperings of the
hill", and include filing a "Citizen's Memorial", the mechanism by which a citizen
initiates impeachment proceedings.)
4. The procedure for obtaining redress from the executive branch was to use the chain of
command. (All except those with "access" to government, must start at a very low level
when raising an issue with the government. This was done according to the terms,
conditions, and rules imposed by government. The issue was duly and properly worked up
the chain of command until it was placed
directly on the desk of two cabinet level officers, the Attorney General and the Secretary
of the Treasury, by invoking their supervisory authority, a personal responsibility of the
individual holding that office and of successors to the position. Both of these positions
are in the executive branch of government. There has been no response from either of
those cabinet level officers. After waiting a reasonable length of time, the matter was
put in the President's Chief of Staff office. Again, there has been no response.)
5. The probability that immersing an individual in negative stimuli and simultaneously
depriving the individual of all positive stimuli, for a period of at least twenty plus
years and arguably 40 plus years, is a course of action designed, calculated and intended
to bring about that individual's death.
Stonewalling! Years of stonewalling!!

After reviewing the material I am confident you will conclude that the victim's basic
issue is rock solid; that the victim's tactic of testing the validity of the tri-partite
form of government was rock solid; that the chain of command procedure employed by the
victim was rock solid; that periods of unresponsiveness of 5 years, 5 years, and 3 years
by Justice, Treasury and the President's office respectively are only consistent with a
studied, calculated plan of stonewalling; and, that the course of conduct engaged in by
the bureaucracy was inconsistent with any civilized form of
government in this the last year of the 20th century but is consistent with an intent to
cause the death of the victim.
And do you then endorse and join in the elitism and de facto fascism that exists here in
the United States, or do you repudiate it?

Sufficient weight has now been lost that it is considered convincing enough to appear in
public with signs and handouts as part of the Hunger Strike for Justice protest.
Preparation for this exercise included calling authorities for the sites at which it was
intended to protest and inquiring re rules and regulations. "Metro" authorities advised
me that the sole restriction was that the activity had to be conducted more than 15 feet
distant from kiosks, fare card machines, turnstiles, escalators, basically from the
expensive hardware.
By late afternoon the other must do's on today's agenda had been completed, all the
signage i's and t's had been dotted and crossed, and there was enough rush hour traffic
remaining to get a good feel for how this drill should be conducted.
The sign was set up at least 50 feet from any of the "hardware" at the Vienna-Fairfax
metro stop, the westernmost stop in Virginia on the Orange line of the Washington, DC
metro-rail system.
No trains arrived for about 15 minutes. They are scheduled to run at six minute intervals
at that time of day. There were certain other "Gulag American Style" trappings in
attendance. These issues were comparatively insignificant. Basically all went very well
and the entire supply of handouts (100) was handed out in less than an hour and meaningful
exchanges were had with several individuals.
There was one noteworthy thing during the handout exercise. About a half hour or so after
starting, there was a confrontation with a Metro employee who told me I could not solicit
inside the Metro station itself. I told him I was not soliciting, and gave him the name
of the person in Metro's legal counsel's office who had told
me I could do what I was doing so long as the 15 foot hardware stricture was observed.
The employee was pretty upset when I didn't go scurrying off. Any of you remember what was said in an earlier Daily Message about bureaucrats who think their role, the role of government, is to "govern" the citizens? Not being able
to yank a citizen's chain can be a pretty upsetting thing to some of those folks.
There was another significant incident. After all the handouts were gone and I was packing up to leave, a member of the Metro Police came up behind me and began a tirade about "Virginia" law requiring that I had to set up "10 feet outside the gates". I repeated the Metro legal counsel litany and told him I would double
check the matter the following day. He too took the matter personally at times, but, to his credit, was able to laugh with me about the matter at the end.
I honestly believe my decorum was beyond reproach in both instances.
Now, what is the most significant thing of all about the two confrontations?

The PonyTail issue seeks enforcement of the Constitution. Enforcement of the Constitution in this instance would save the PonyTail's life.
It has not happened, enforcement of the Constitution has not happened. Enforcement of the Constitution in this particular instance is inconsistent with the fascist agenda.
Misapplying the SOLICITING laws, laws pretty far down in the hierarchy, indeed, about as far down in the hierarchy as you can get, were enforced. Enforcement of these inapplicable soliciting laws would benefit the fascist agenda. It happened.

Today, April 28th, is the 94th day of a hunger strike in which I am engaged. Accordingly, I have no time, energy or resources to expend helping you per se. However, I may be able to help in an indirect way.
Although I have not had time to review your material in detail, it appears that the two of our experiences may form a whole that is greater than the sum of the individual parts.
I shall explore that possibility as time and energy permits and request that you do likewise. I publish a Daily Message and in today's message shall solicit others to do the same and shall include you on the distribution list.

Commonalities of the two incidents would be evidence, conclusive or otherwise, of a conspiracy. In considering the matter, it must be kept in mind that in some instances two entirely independent actions can constitute a conspiracy. There can be a conspiracy even if the perpetrators are totally unknown to each other. And, we have the conspiracy hierarchy of perpetrator, facilitator and collaborator.

Today's Daily Message is an email which I received from an individual with whom I had a lengthy discussion on The Mall and my response, a "thread" which resulted from the SIMILAR THEME posting.
For those unfamiliar with "thread" protocols, all material preceded by a horizontal, right pointing carat ">", is material from the email sent to me; material not prefaced with such a carat is the response I inserted.

That was my initial impression also, however, even sick people are entitled to all rights other than those inconsistent with their illness. Additionally, we don't know to what extent his apparent illness is the product of maltreatment. I have said on many occasions that it would be a medical miracle, after what I have been through, if I didn't manifest some of the symptoms of the "phantom illness" they have created for me.
