As this matter develops, you will see conduct by the truculent bureaucrats most unbecoming if not, in fact, traitorous. Canards within canards, nested canards. False, foul, offensive, LOATHSOME, guile, and trickery. Would it not be appropriate to consider today what sin or sins are inherent in a canard? You would, I trust, agree that were a high official to engage in a systematic, methodical and calculated subversion of the Constitution, that such conduct would be an impeachable offense. You no doubt are also aware that Article 1, Section 2, the last sentence, of the Constitution vests the power of impeachment in the House of representatives: "shall have the sole Power of Impeachment". Mr. Tom Wicker of the House Parliamentarian Office advised me that the proper procedure for a citizen to follow in such an instance was for the citizen to submit a "Citizen Memorial" to the Speaker of the House of Representatives. When the Speaker's office was contacted for the purpose of determining the proper form of such a memorial, I was advised, somewhat testily I might add, that "protocol required the matter be submitted through the citizen's representative", to which I responded that this seemed to be an instance in which protocol should step aside. If a citizen has been disenfranchised, the citizen has no representative. I can produce "disenfranchisement" writings which probably date back 10 to fifteen years ago. I have exhaustive documentation, and substantial otherwise credible evidence, of calculated subversion of the Constitution by high officials. Unquestionably, subversion of the Constitution, virtually regardless of the context in which it occurs, is exactly and precisely the type of high crime contemplated when the Constitutional impeachment proviso was adopted. Accompanying are two attachments, "Citizen's Memorial" and "DYNA". I shall not elaborate on their history at the moment other than to note that numerous house members, including both the present and prior Speaker of the House, had received them prior to the Impeachment proceedings in the house. Given the fact that the House was aware of the possibility of subversion of the Constitution by William Jefferson Clinton, and the now apparent desire to rush to judgment in the Senate, are you not concerned that it creates the appearance, if indeed not a presumption, that the context of the impeachment proceedings are nothing more than a canard? Do you not agree that if the subversion was engaged in by administrations of both the Republican and Democratic parties, and it has been, the presumption is overwhelming? It is commonplace for members of both the House and Senate to speak of the grave responsibility they have to insure the impeachment proceedings are in conformance with the Constitutional requirements. If the proceedings move forward based solely on actions relating to the present silly context, it shall be to sweep under the rug malignant actions taken by administrations of both parties. An inescapable message from the series of Canard Daily Messages is that the establishment had no desire whatsoever to find out what information, if any, I had relevant to their activities.
In regard to perceptual-motor skills there are no apparent deficiencies. His rote learning memory is excellent and his abstract reasoning as reflected in the Page 3 Davis, Keith block design subtest is also in the superior range of functioning. He was able to easily manipulate, organize and reproduce both abstract block designs as well as the more concrete puzzle pieces. On the Shipley-Hartford Intelligence Scale, Mr. Davis received a total raw score of 70 which gives him a WAIS full scale I.Q. equivalent of 117. This score confirms the performance on the Wechsler Adult Intelligence Scale and places him in the "bright-normal" range of intellectual functioning. Again his vocabulary skills are solidly intact, well-developed and easily applicable. His abstract reasoning ability is also well-established. On the Wechsler Memory Scale Form I, Mr. Davis obtained a memory quotient of 135, which places him in the "very superior" range of memory functioning. His mental control and logical memory are solidly established. He was well-oriented in regard to person, place and time and his short-term visual memory was adequate, along with his associative memory, which was in the above average range of functioning. On the Porteus Maze Test, Mr. Davis obtained a perfect score, which gives him a test age of 17 and a test quotient of 121. This places him in the "superior" range of foresight and planning abilities as measured by the Maze examination. On two occasions he was reminded of the rule against tracing over the pattern before using his pencil. He did not reveal any impulsivity or persistent blocks to his ability to problem solve. His test-taking approach was satisfactory and obviously his performance was well above average. Three individual subtests were also performed as part of the general cognitive mental status examination. The Kent E-G-Y Questions were administered and Mr. Davis obtained a total score of 69, which gives him a mental age of 14+. He scored in the above average to superior range of functioning in response to his performance on these questions. The cut-off criteria score for the mental age of 14 is 43 and above. In light of Mr. Davis's total score of 69, it could be extrapolated that he is functioning substantially above the average normative range. In response to the Absurd Sentences subtest, Mr. Davis again functioned in the high average range and he was able to correctly respond to each of the absurdities presented. In response to the Geometrical Cross-Out examination, Mr. Davis obtained a total score of 25, which places him in the "very superior" range of geometric descrimination and abstract reasoning abilities. IN SUMMARY: Mr. Davis is a 39 year-old gentleman, who requested a complete psychological evaluation in regard to determing his intellectual and cognitive compentencies [sic]. The test results clearly indicate that he is currently functioning in the "superior" range of intelligence. He possesses excellent abstract reasoning abilities and his mathematical skills are solidly intact and well-developed. His vocabulary is excellent and he has a good working knowledge of general information about the world around him. His ability to descriminate [sic] similarities and differences in a generic sense between objects and events in his environment is quite well-established. His perceptual motor abilities are solidly intact and well-developed and functioning in the above average range. In regard to both short-term auditory and short-term visual memory functioning, Mr. Davis is again performing well within the normal to above average range. His over all memory functioning is in the "very superior" category and he was well-oriented in person, place and time. His foresight and planning ability are also excellently developed and readily accessible to him as a problem solving technique. Page 4 Davis, Keith He has the ability to respond appropriately to factual questions as well as to descriminate [sic] the inappropriate logic used in the absurity [sic] questions as well as geometric descrimination [sic]. These skills are all above average in funcitoning and certainly adequately established. Based on the results of the psychological evaluation it would appear that Mr. Davis in no way suffers from any significant deficiencies in any of the cognitive areas of reasoning and application of his intellectual skills. He performed well above average and in fact in many areas within the superior range of functioning on several subtests. It would be anticipated that Mr. Davis would encounter no difficulty in applying his intellectual skills and cognitive abilities to his profession. In regard to his intellectual talents and his reasoning abilities, Mr. Davis is clearly competent and able to function in an effective manner. What kind of individual was offering to provide the establishment with evidence about significant substantive matters in 1997 through 1999? The first indication would be from the "proffers" themselves, the documents submitted to them, wouldn't it. Anything in them scare any of you? Scared only the establishment, didn't they. I don't know how I compare today with the individual who took those tests in 1979. Admittedly, without reservation, qualification or condition, I am not that same person. I do know I have twenty plus years more of life experiences. They have mellowed me for sure. They have also worn me down. Significantly. How else can you tell what kind of individual was offering to provide the establishment with evidence about significant substantive matters in 1997 through 1999? The sign, the website, and all contemporaneous writings provide an indication too, don't they. In evaluating these materials, it is suggested the following be kept in mind:

This Daily Message (DM) shall tie together a number of the DMs which relate to the EXECUTION aspect. Hopefully, a full development of the matter will be possible in the days ahead. Actually, "they" employ not a simple mode of execution, but a compound mode. In discussing the matter, a virtual mantra has been that "their" strategy has been to keep me barefoot and pregnant, meaning totally without resources to fight back. And, the Daily Messages (DM's) have addressed various forces which have been employed the normal and logical consequence of which, unless abated, would surely cause death. For example, the January 28 DM was titled "STRESS KILLS" and an immersion in STRESS INDUCING stimuli and a converse deprivation of every STRESS ELIMINATING stimuli was reported in the February 1 DM. This latter DM also noted that the experience has been an emotional beating which was the full equivalent of the Rodney King physical beating. More recently, the June 15 and July 2 DMs refer to the wearing away of granite by mere drops of water. As a practical matter, there has been no abatement. Without stonewalling none of those things could happen! Without MURDEROUS STONEWALLING none of those things could happen!!!

HONORABLE MENTION GOOD CITIZENSHIP AWARDS: the numerous individuals I have seen in the last few weeks picking up their dog's doo doo. In this immediate area I am personally aware that less thoughtful and responsible individuals have created a significant problem for the venturous young, those compelled for time constraints to take a short cut, and the less nimble of foot and otherwise needing to do a shortest distance between points A and B gig. NOMINATION FOR HALL OF SHAME MEMBERSHIP: the my dog's doo doo is somebody else's doo doo to pick up kings and queens. INDUCTEES INTO THE HALL OF SHAME: those responsible for the Big Gulp Litter which the Wilson's were picking up which prompted the June 21st award - at least presumptively - identical litter appeared at the identical spot on two other occasions.

One of the Marquee Issues of the Daily Messages, replacement of the elective process with a lottery/draft selection method (by means of a Constitutional Amendment) has been mentioned in four prior DMs, towit: FEBRUARY 1, 1999 HUNGER STRIKE DAY 8/1; SHUTDOWN COMMENCEMENT/O_ME MARCH 19, 1999 HUNGER STRIKE DAY 54/47; THANK YOU MATTI GOLAN APRIL 26, 1999 HUNGER STRIKE DAY 92/85; 6 BITS JUNE 29, 1999 HUNGER STRIKE DAY 156/149; COLLAGE 2 Extraction of the titles of those four DMs was the final straw. Before the sun sets next Sunday, the websites shall have a Marquee Issue Section! For newcomers to the DM, the lottery/draft selection issue proposes a Constitutional Amendment which would fill political positions from pools of qualified candidates. Briefly, the pools would be large enough to insure that the process would not be compromised by special interests. Instead of pouring funds down a rat hole for campaign financing, a fraction of those funds would be used to extensively train the entire pool. Note the incidental benefit to the society of those not selected from the pool, a large number of people vastly more knowledgeable about their government and having acquired leadership skills applicable to their every day personal and business lives. Some of course would fill lesser positions. For example, in the case of the pool for president, would not these people be well qualified to serve as ambassadors with only slightly more ambassador specific training! The lottery/draft process has many other benefits which shall eventually be collected from existing DMs and transferred to, and otherwise more fully developed in, the Marquee Issue Section. And, the reason for this digression immediately following an expression of the urgent need for focusing on the "of necessity priority" uno#1 escape from the death sentence issue, all the media attention to the pending legislation dealing with how the trillion dollar windfall is to be spent. Are not the Republicans, with their "TAX CUT" emphasis, the absolute epitome of the "WE WANT MORE" bunch? Are not the Democrats, with their artfully voting block targeted spending programs, the "WE WANT MORE VOTES" bunch? What think you readers? It is this spectacle which prompts this DM. Now, conjure up a Senate, House, and President selected by the lottery/draft process. Envision the forces which would drive the debates over how the trillion dollar windfall should be applied. What think you readers? Better or worse for the society? I wouldn't pose the questions if I wasn't 100% positive of the result myself!!!
